**Job Summary**

Assists Project Manager and/or Senior Contract Manager, as required, in the administration of the procurement process including, but not limited to, advance review of construction plans and specifications, assistance in preparation of documents (Pre-Q, Invite to Bid, RFI, RFP, etc.), coordinating and scheduling pre-bid and post bid clarification meetings, amendment preparation and contract negotiations for Project Manager and/or Senior Contract Manager Approval.

Assists Project Manager and/or Senior Contract Manager, as required, to develop and implement procedures for contract management and administration in compliance with policies of client and AECOM.

Drafts commercial terms for design, engineering and/or construction services for approval by the Project Manager and/or Senior Contracts Manager.

Review all contract documents (including RFI, RFP, etc.) to ensure congruity and to minimize patent and latent ambiguities.

Assists Project Manager and/or Senior Contract manager, as required, with administration of on-going Contracts, including monitoring contractor and compliance with the Contract documents. Investigates problems and recommends corrective action.

Prepares correspondence and maintains records necessary to ensure the effective administration of all Contractual matters.

As required provide guidance on contract matters to Project Managers or other project staff

As requested by the Project Manager and/or Senior Contracts Manager, assist the Engineering representative and or his/her delegated assistant in contract change negotiations and claim analysis and resolution.

Assists the Project Manager in contract close-out procedures to ensure that all terms and conditions of contracts have been complied with prior to final payment to contractor.

Make amendments to contractual documents as required.

Prepare for final approval pre-qualification and selection of contractors.

Prepare for final approval tender negotiations.

Ensure that all contractual procedures are implemented and maintained.

Advise on all contractual matters.

**Minimum Requirements**

10 years of post-graduate work experience Effective oral and written communication skills in English and Chinese is required.

the Contracts Manager must be able to effectively communicate with all members of the project team, and be client and contractor facing. Experience in a construction office is preferred.

Conversant with Standard Methods of Measurement

Conversant with FIDIC Forms of Contract.

Conversant with regulatory, legislative and industrial changes to review if changes are needed to contracts, Must be able to operate under a degree of autonomy with direction from the Project Manager and/or Senior Contracts Manager.

Must be able to directly negotiate Contractual matters with the Contractors, for the Project Manager and/or Senior Contracts Managers final approval.

Must have a proven track record in major projects and programs. KPI’s must be achieved every month to avoid penalties to Construction Manager.

**Preferred Qualifications**

Bachelor’s degree in an engineering, Quantity Surveying or business related field.

Professional Membership such as RICS, National Register QS, and training in contract, construction, and commercial law are preferred.
