**Job Summary**

Due to our strong pipeline of projects within the transportation field we may have an opening for an experienced **Contracts and Procurement Manager.**

The Contracts and Procurement Manager is responsible for development and implementation resource strategy/management and preparation of the Program Procurement Plan and Program Contract Administration Plan, including continuous audit and monitoring to ensure program partners fully comply and successfully implement plans, procedures and processes. This key person is responsible for development and execution of the approved procurement strategy in a manner that fully supports the baseline schedule and budget, as well as applies risk mitigation.

Duties and Responsibilities:

+ As delegated by the Program Director, work with the client to provide successful leadership for planning, developing contracts and procurement requirements for the successful delivery of the program to high professional standards.

+ Manage all contracts and procurement matters between the client, key program stakeholders, program partners, other consultants, and external parties.

+ Responsible for the preparation of all contract deliverables and tender documents prepared by the program management team, including verification of defined scope of works, interfaces management, key milestones, and composition of delay damages.

+ Implements government guidelines, and other contract matters that apportion risk among the parties.

+ Prepares position papers in support of the client with pertinent contract details and events that may arise to disputes

+ Provides full support and assistance to mitigate potential litigation matters.

+ Management of all resources within the Contracts and Procurement Department, including identification of resource needs, training development, and periodic employee assessments.

+ Compares, recommends, and secures approval for the form of contract to be implemented, i.e. NEC3, FIDIC or other.

+ Fully supports the Program Director and other key personnel in all matters related to administration of contracts and procurement.

+ Applies principles of continuous improvement to supply chain management and the processes for tender execution.

+ Contributes to the preparation of supporting management plans, including Risk Management, Quality Management, Change Management, Stakeholder Management and Coordination, etc.

+ Reviewing contracts and procurement design deliverables of program partners and other design consultants, providing reviewer comments, and recommending non-objection/approval.

+ Ensuring all contracts and procurement deliverables meet or exceed the KPI’s of the nominated Performance Criteria, and are completed within budget.

+ Consulting with the Program Director in the recruitment, retention and leadership and behaviours of the program team.

+ Monitoring and mentoring the contract administrators to ensure that the program outputs are subject to appropriate scrutiny and verification.

+ Managing contracts and procurement resources to ensure maximum utilisation/optimisation.

+ Coordinate and provide full assistance to the Program Controls Manager, Engineering Manager, and other members of the program team for the monitoring, reporting and tracking of program changes.

+ Manage and co-ordinate all meetings in relation to contracts and procurement.

+ Maintain and build competencies within the program management team and ensure succession for key roles and personnel.

+ Drives the safety culture developing a strong safety ethic within the program management team incorporated

**Minimum Requirements**


+ Minimum 20 years of related experience.

+ Minimum of 10 years should be in a senior contracts and procurement management position.

+ Active membership in professional/technical organization.

+ Minimum 5 years of contracts and procurementexperience in Europe, Middle East, or Africa preferable.

**Specific skills required:**

+ Detailed knowledge for forms of contracts, i.e. FIDIC, NEC3, etc.

+ Proven ability to perform in a management role.

+ Excellent written and oral communications skills.

+ Excellent negotiation skills.

+ Thorough knowledge of design industry practices and regulations.

+ Company/Business Line operations management experience.

+ General knowledge of scheduling and cost engineering principles.

+ Working knowledge of WBS development.

+ Working knowledge of Earned Value Management Systems (EVMS).

+ Detailed knowledge of design, procurement and construction processes and their inherent schedule and cost performance risks.

+ Basis computer skills for scheduling software (P6, MS Project) and familiarity with project risk analysis.

+ Exceptional analytical and problem solving skills.

+ Strong leadership skills.

+ Strong management and decision making skills.

+ Capable of effectively communicating, both verbal and written, with all levels of program, operational, executive, and Client management.

**Additional Comments:**

+ Makes decisions with a thorough understanding of procedures, professional standards, company policies and business practices to achieve results and deadlines. Must possess knowledge of risk management and recognition of decisions that may impact the project/program.

**Preferred Qualifications**


+ Bachelor or Master’s degree in civil/railways/mechanical engineering, quantity surveying, or construction management from an accredited university from western Europe, Unites States, Canada, Australia, Japan, South Korea, New Zealand or South Africa.

+ Chartered membership of the Royal Institute of Chartered Surveyors (MRICS) or other internationally recognized institutions preferred.
