Job Details

The mission of the County's Department of Transportation (MCDOT) is to move people and connect places with the best transportation choices and services.  MCDOT is seeking a Manager III for their Transportation Policy/Development Review Section. 

The position will manage the Department’s coordinated review and processing of all (residential and commercial) development plans, transportation-related analyses and calculations for same, and for proposed work within County-maintained rights-of-way and easements, in accordance with the County Code and Department Standards/policies/procedures.   Plan elements that are frequently assessed include but are not limited to: improvements to existing roads, design and construction of proposed County roads, site distance evaluations, adequacy of the existing downstream County-maintained system drainage systems, requests for Design Exceptions from Department standards and policies, and coordination with nearby MCDOT Capital Improvement Project (CIP) projects.

 

The job duties include, but are not limited to:

 

  • Manage the Department’s coordinated review and processing of all Traffic Impact Studies prepared in accordance with Local Area Transportation Review Guidelines; provide recommendations for any improvements needed by applicants to remedy identified deficiencies to existing motor vehicle, pedestrian, bicycle, and transit facilities.

  • Monitor the progress of all outstanding reviews of development plans and studies. 

  • Represent the Department on the inter-agency Development Review Committee to explain the department’s review comments to the Planning Department, other agencies, the public utility companies, and applicants.

    • Participate in pre-application, Pre-Development Review Committee, and follow-up meetings as appropriate.  

    • Negotiate reasonable solutions to satisfy conflicting public/private goals and requirements with respect to improvements within the County rights-of -way and easements. 

  • Provide clear, concise, and organized directions for the timely preparation and processing of all development review and Traffic Impact Studies letters. 

    • Ensure review comments and draft letters are prepared within the established response periods. 

    • Provide quality control of draft plan and study letters prepared by staff. 

  • Monitor and participate in the review and comment on Master/Sector Plan proposals to ensure consistent Development Review-related comments between those responses.  

    • Ensure Team records for the status of all plan and study submissions are up-to-date. 

  • Maintain effective relationships with other staff within DOT, Department of Permitting Services, the Planning Department, other agencies, and the development Community to improve plan review/approval coordination, streamline the Development Approval Process, and improve the County Code. 

  • Represent DOT on advisory committees (such as the Montgomery County Road Code Committee and the Department of Permitting Services Advisory Committee) to promote the Department’s positions. 

  • Guide the education and development of staff regarding the organization and activities of MCDOT and other pertinent government agencies, MCDOT standards/policies/procedures, County Code, etc. 

 

Employee will manage a workforce consisting of unionized employee and must be able to foster a positive labor relations environment based on trust, respect and cooperation in a collective bargaining environment.   The employee will also mentor team members individually and in peer review meetings. 

 

 

 

This position requires possession of a valid driver’s license and the ability to drive a County vehicle in order to visit project/construction sites, attend meetings or perform work at locations outside the office, including occasional evening meetings.

Requirements

MINIMUM QUALIFICATIONS:

EDUCATION:  Graduation from an accredited college or university with a Bachelor’s Degree.

 

EXPERIENCE: Five (5) years of professional experience in Transportation Management, Traffic Engineering, Civil Engineering or related field.

 

EQUIVALENCY:  An equivalent combination of education and experience may be substituted.  

 

PREFERRED CRITERIA:

 

  • Experience and knowledgeable in the understanding of transportation engineering and construction practices, land use planning, stormwater management and storm drainage system design, and traffic engineering (operations and safety).
  • Experience in leading and supervising a staff engaged in transportation engineering and planning review, as well as project scoping and management. 
  • Experience in collaborating and partnering with different agencies, consultants and contractors to achieve consensus around project design.

  • Experience in communicating effectively both orally and in writing, including the presentation of complex and/or technical information to high level officials and through community outreach.  

  • Experience using GIS Arc View.
