**Job Summary**

AECOM has an exciting opportunity for an experienced

**Procurement Specialist** in Carlsbad, New Mexico.

The successful candidate will provide procurement leadership and support wide variety of standard and specialized procurement activities. Negotiate, award, and administer subcontracts and purchase orders in Firm-Fixed Price, Time and Material, Labor Hour and Cost Reimbursement environments. Responsible for all aspects of subcontract administration. Interface with technical organizations in development of pre-procurement plans, statements of work, and costs estimates. Negotiate, place, and administer purchase orders and modifications with suppliers for complex material and service requirements following established policies and procedures. Prepare written procurement documents such as justification for award, negotiation memorandums, and cost/price analysis. Review and settle claims and termination actions.

**Minimum Requirements**

+ Bachelor’s Degree with fifteen (15) years of related experience, or

+ Associate’s degree with eighteen (18) years of related experience, or

+ High School Diploma or GED with twenty (20) years of related experience.

+ Fifteen (15) years of experience in procurement, or subcontracting with a background in conducting negotiations.

+ Experience in Federal Contract Management working with Department of Energy or Department of Defense, including knowledge and understanding of Federal Acquisition Regulation (FAR) and Department of Energy Acquisition Regulations (DEAR).

+ Due to the nature of the work, candidates must be US Citizens.

**Preferred Qualifications**

+ Proficiency in subcontracting for Staff Augmentation, Engineered Equipment, Fabrication, and Services.

+ Ability to work with Program Managers, Engineers, and field personnel to effectively develop statements of work and independent cost estimates.

+ CPM, CPCM, or Core FAC certifications such as APDP Level II or DAIWA Level II are a plus.

+ Previous WIPP experience preferred.
