**Job Summary**

AECOM is seeking a Purchasing Agent to be based in our Beloit, Wisconsin location.



+ Performing field purchasing functions on a power project

+ Uses the Smart Plan Material (SPM) system

+ Will use his/her knowledge of basic critical path schedules and will use schedules in the establishment of procurement and materials management milestones

+ Will use his/her knowledge of legal terminology within procurement and materials management terms and conditions and will evaluate and resolve risks due to deviations

+ Will use his/her knowledge for analyzing bids to identify potential for cost savings and developing negotiation strategies

+ Will use his/her knowledge to implement prime contract requirements

+ Will use his/her knowledge to choose the types of contracts to be used for the materials, equipment and services required

+ Will use his/her knowledge of purchasing terminology, measures, concepts and principles for analyzing supplier proposals

+ Will use his/her knowledge to recognize purchasing actions that may impact the project

+ Prepares evaluation of suppliers’ capabilities and Requests for Quotations for complex engineered equipment.

+ Contacts bidders for timely submittal of bids.

+ Tabulates and analyzes the bids and establishes cost reasonableness.

+ Determines the deficiencies in the bids and obtains clarifications from bidders.

+ Maintains documentation of the procurement and materials management process.

+ Prepares the negotiation strategy and leads negotiation meetings with suppliers.

+ Prepares client approval packages prior to award.

+ Prepares and administers purchase orders

+ Coordinates support from logistics and expediting for timely deliveries.

+ Prepares procurement and materials management reports.

+ Evaluates disputes with vendors and recommends methods of resolution.

+ Reviews invoices and resolves discrepancies



**Minimum Requirements**



+ Bachelor’s degree in business, engineering, construction management, economics or demonstrated equivalent combination of education, training and related experience

+ A minimum of 10 years of site experience in power projects performing procurement and materials management functions including at least 1 year in a supervisory capacity.

+ Proficient in Smart Plan Material (SPM) in the one or more of the following areas: purchasing, expediting, logistics or site materials management

+ Ability to effectively lead a materials management organization

+ Due to the nature of the work, candidate must be a U.S. Citizen or Permanent Resident (Green Card Holder)



**Preferred Qualifications**



+ 3 years Supervisory experience

+ Knowledgeable of construction means, methods, and sequences

+ Assumes mentoring and training roles as requested

+ Ability to Maintains information on project trends that may impact materials management budget or schedule, and recommends actions to project management
