**Job Summary**


+ Directs and/or participates in all aspects of proposal preparation including the development and collection of boilerplate materials (project job descriptions, resumes), technical writing, graphics, document editing, content review, printing, and final document assembly.

+ Creates and publishes market-specific presentations, project-specific qualifications material, and develop and implement proposal and qualifications strategies.

+ Responsible for the quality and consistency of the Company’s professional image in all client communications, proposals, and in collaboration with the Marketing department collateral material.

**Key Responsibilties:**

+ Opportunity Review/Tracking: Tracks opportunities using company tools and methods, and reports on status. Reviews and evaluates requests for SOQs, proposals, presentations, and brochures.

+ Qualifications: Assembles general and project-specific information regarding URS’s qualifications and experience. Provides input to or prepares SOQs, presentations, and brochures.

+ Proposal Planning: Prepares formal plans for responding to RFPs, including preliminary proposal cost and schedule estimates. Collaborates Reporting to the Pre-contract Director Southeast Asia (SEA) and collaborating with Business Development and operations to develop themes, strategies, outlines, budgets, and work schedules. Assembles proposal teams and establishes proposal facilities. May assist with identification of proposal consultants.

+ Proposal Development: Organizes proposal activities and staff members. Coordinates input from engineering, construction, estimating, planning, materials management, and other appropriate departments. Monitors developing content for responsiveness to the RFP, Company’s prescribed win strategy, quality, budget, and work schedule. Edits input as appropriate. Uses various technologies to assure high-quality, finished product, completed and delivered to the client on schedule.

+ Presentations: Prepares client/opportunity specific, internal, and trade show presentations. Works with Business Development and operations marketing to develop themes, strategies, and content. Applies multi-media technology to convey message.

+ Branding: Ensures compliance with company image, signature standards and guidelines.

+ Marketing Database supported by Marketing: Creates, maintains, and manages a database of marketing material on internal company histories, project experience, staff resumes, and other information required for proposal activities such as boilerplate, customer, joint venture partner, and subcontractor information.

+ Special Assignments: May research, analyse, write, and edit non-technical and technical reports. May support marketing organize client events or tradeshow participation.

+ Inter-Group Communications: Facilitates communication with other Groups or entities to obtain company-wide qualification and experience information, resumes, technical input, boilerplate, etc.

+ Maintains client data bases

+ Updates and maintains salesforce

+ Coordination with HR for staffing requirements

+ Creating and maintaining formatted templates for submission

+ Ensuring high class coordinated submissions are made on time

+ Prepare the monthly forecast of opportunities and status reports

+ Prepare notifications of wins and losses

**Minimum Requirements**

+ Minimum 6 years of experience in the engineering and /or construction, government or education industries.

+ 4 of the 6 years of experience in a supervisory capacity.

+ Extensive experience with Adobe Creative Suite and MS Office Products (Outlook, Word, Excel, PowerPoint)

+ Previous experience in proposal development for EPC (Engineering, Procurement & Construction) projects in excess of $20M

+ Previous experience in proposal development in the industrial manufacturing industry

+ Occasional business travel required with Southeast Asia

+ Experience in supporting the business development function, such as, attending conferences, providing input to customer inquiries etc.

+ Experience with InDesign will highly preferable

+ Strong Communication Skills ( verbal and written )

+ Strong Organizational writing/researching/editing, and time management skills in order to juggle multiple proposals/tasks with differing deadlines

+ Can work independently of preparation of bids

+ Highly effective written and oral communication skills

+ Team player

**Preferred Qualifications**

+ Primarily, Bachelor’s degree in Marketing, Business, Journalism, English, Communications, or related field from an accredited college or university or demonstrated equivalent could be engineering but with clear track record
