**Job Summary**

AECOM International Development seeks a home office **Senior Program Manager (SPM)** to serve as the lead member of the home office project management unit (PMU) supporting work in post-conflict and post-crisis geographies. The SPM manages client contracts, supports project field operations, and coordinates home office project backstopping. The SPM supports overall operational, contractual and financial management of the project and management of field office operational staff. S/he serves as AECOM’s operational representative to client technical representatives and contracting officers for one or more projects as well as the overall leader for implementation of the project contract(s). The SPM leads the home office PMU and all home and field office activities, ensuring effective and efficient coordination between the two offices. The SPM supervises one or more Program Managers and/or Associate Program Managers, providing guidance, training, and mentorship as part of the PMU or the broader team. S/he plays a lead role in the entire business development cycle, including information gathering, technical solution design, and partnering. The SPM reports to the VP, Recovery, Transition & Stability (RTS).

**Principal Duties and Responsibilities:**

**Program Management**

+ Lead and mentor the members of one or more home office PMUs responsible for overseeing all home and field office project activities, and ensuring effective and efficient coordination between the two offices.

+ Ensure overall technical and operational quality and compliance of program operations through proactive oversight in the home office and in the project office(s) necessary to achieve successful program completion within budget and scheduled time frame, from award through closeout.

+ Serve as an AECOM representative to USG and other clients at senior levels throughout the project life cycle, including startup and closeout meetings; regular correspondence regarding implementation progress; problem solving; and making public and in-house presentations.

+ Engage with all reports to oversee and regularly review program performance, professional successes and challenges, personnel development planning and implementation; and the implementation of the performance evaluation process.

+ Support the full project life cycle, including regularly traveling to the field to provide operational and technical program support, and serving in an acting capacity for project leadership as necessary.

+ Monitor consultant and subcontractor selection, contracting, and performance.

+ Align assigned team members with opportunities and training to build their skill and abilities to progress in their careers

+ Manage team dynamics and workload; communicate with senior management about any resource needs

+ Oversee formatting and submission of all project deliverables in accordance with contract terms.

+ Maintain and enhance fluency in Client and AECOM policies and procedures required for success.


+ Responsible for overall project financial management and compliance, including overseeing accruals, pipelines, and cost-to-complete reports prepared for internal and external use.

+ Monitor project budgets and approve budget modifications to be reviewed per AECOM’s policies and procedures.

+ Business Development

+ Identify, pursue and capture relevant new business opportunities.

+ Lead proposal development process, including technical approach and staffing; partnering strategies and negotiations; and, information gathering efforts.

+ Oversee cost proposal development.

+ Maintain and enhance skills as subject matter expert in the Recovery, Transition & Stability technical area inside and outside of AECOM.

**Minimum Requirements**

+ Experience in the support and/or delivery of USAID Office of Transition Initiatives (OTI) programs.

+ Seven (7) years of USAID- funded (or relevant bilateral donor) funded project management experience in operational and technical aspects of program design, administration and implementation.

+ Experience living and working in fragile states.

+ Bachelor’s degree in related field, including International Relations, Political Science, Government, Business, International Development; plus relevant professional experience.

+ Strong understanding of USAID regulations and policies (including AIDAR and FAR), especially as they relate to contracting, procurement, and grant making.

+ Demonstrated responsibility for meeting program financial requirements and goals.

+ Decision-making experience with building and right-sizing home office and/or field teams.

+ Previous experience mentoring and managing personnel.

+ Ability to travel abroad, at times with very little notice.

+ Excellent interpersonal skills; ability to work independently and on a team.

+ Strong organization and prioritization skills and attention to detail

**Preferred Qualifications**

+ Advanced degree inrelevant field

+ Professional fluency in a second language: French, Spanish or Arabic

+ Experience writing and leading new business proposals
